Begin with the intended transaction and the specific discrepancy

An owner may discover a problem while preparing a sale, checking an older document or trying to complete an administrative request. The first step is to describe what they want to do and the particular information they cannot reconcile.

“The paperwork is wrong” is difficult to investigate. A more useful starting point identifies the record, its date, the reference shown and the detail that differs from another source. Keep the original wording and numbers available.

An old reference that cannot be found does not, by itself, establish why it changed or what procedure should follow. That conclusion requires examination of the actual records and the responses of the relevant organisation or professional.

Keep different records identifiable

Put the available documents together without treating every document as interchangeable. Tax, registry and municipal information can serve different purposes. Identify which organisation issued each document, when it was obtained and which reference it uses.

Keep older versions alongside the more recent material. They may help explain the enquiry history. Avoid editing an old document to make it look consistent with a newer record.

Create a short index rather than sending an unlabelled collection of files. A clear filename, issue date and explanation of the question can make an initial review more useful.

Available documents
Record the document type, issuing organisation, date and references shown.
The discrepancy
Identify the field or reference that differs and the source against which it was compared.
Previous enquiries
Keep the question, response, date, organisation and any reference number together.
The intended next step
Explain whether the immediate objective is investigation, preparation for a transaction or another defined administrative requirement.

Identify the record and its reference

Autoridade Tributária

Caderneta predial

Reflects the property’s tax-matrix information. Preserve the tax article, parish and fraction exactly as shown.

Official AT guidance
Property registry

Certidão permanente predial

Presents registry entries and pending registration requests. Preserve the registry description and relevant older references.

Official Justice guidance

A tax article and a registry description are separate identifiers. Different numbers alone do not establish an error. The actual issue needs examination.

Make the enquiry history usable

Repeated visits and calls can produce fragments of useful information that are difficult to reconstruct later. Keep a dated account of what was requested, which response was received and what remained unresolved.

Distinguish an informal explanation from a document or written response. Record uncertainty as uncertainty. If a further document or specialist contribution was requested, keep that requirement with the relevant enquiry.

This record helps the coordinator understand what has already been tried. It also gives the owner a clearer account of the current position and the information still needed.

Agree coordination and specialist responsibilities

Administrative support can organise the material, prepare enquiries, follow up agreed requests and maintain the case record. The scope should identify which actions can be taken, on whose authority and through which organisations.

Some questions require a lawyer, solicitador, surveyor or another qualified professional. Their advice or technical conclusion remains distinct from the administrative coordination. Agree the contribution required and any separate appointment or cost.

The route depends on the actual circumstances. This guide helps prepare a first discussion; it does not determine title, prescribe a registration procedure or promise that a discrepancy can be resolved within a particular period.
